1. If he comes from another place of residence, he must submit a legal resignation from the place where he used to live;
2. A registrant who has a regular place of residence or who is registered as a resident in the place of registration must be able to provide it and the release must be recorded and attached in the registry file;
3. An individual who lives outside the Addis Ababa city administration and comes with a waiver and submits a request to be registered as a resident must stay in the city for three months or more from the date of submission of the request;
4. Subject to the provisions of (3) above, due to illness beyond control, due to education, transfer of work responsibilities by the government, married couples in which one of the two spouses is registered as a resident of the city may be allowed to register as a resident without having to wait three months in the city.
5. Subject to the provisions of subsection (c) of this article, permanently from the date of notification of the resignation to the district office.

A person applying for registration as a resident must meet the following requirements when he is an applicant who has stayed abroad for more than two years and has not changed his nationality:

1. Renewed Passport or Lice Pass / Pass Document /;

1. Applicants must provide a copy of their identity card or passport or driver's license or travel document or immigrant ID;
2. Applicants may be served in person or by a legal representative;
3. Must submit a 4x4 or passport size passport photograph taken within six months;
4. If the request is submitted by a representative, a legally certified representation that clearly states that the representative has given the right to produce evidence of the representative's marital status, a renewed ID or passport or driver's license or travel document or a copy of the immigrant's identity document stating the identity of the representative must be submitted;
5. If the applicants are Ethiopians living outside of Ethiopia and Ethiopians of birth, and the request is submitted by a representative abroad, it must be registered and verified by the Ministry of Foreign Affairs and the document verification and registration service;

Foreign citizens who are Ethiopian by birth shall be registered in the city without presenting their ID card because they are Ethiopian by birth. As expected, they will be taking an oath that they are not registered in any part of their country;
