Today, January 13, the Director General of the Civil Registration and Residency Services Agency, Ato Yonas Alemayehu, briefed the media on the main activities he had carried out in the first six months of the fiscal year.
Regarding civil registration:

* Out of the 37,750 children born in the city, 41,183 (109%) were registered in the first six months. This is the highest number in the city’s registration history. It is 103% higher than the performance in 2016. The target for registering children who were late, expired or under one year old was 201,761, and 195,402 (96.85) were registered. The one-stop service provided by health institutions plays a major role in this improvement.
* Out of the 21,674 marriages that were planned to be registered, 15,574 (72.65%) were registered. This is a 7% decrease in registration compared to the same period in 2016.
* Out of the 4,873 divorces that were planned to be registered, 3,769 (77.34%) were registered. This is a 33.99% increase in registration compared to the same period in 2016.
* Out of the 15,716 deaths that were planned to be registered, 11,376 (72.38%) were registered. This is a 29.83% increase in registration compared to the same period in 2016.
Regarding the registration of residents:

* It was planned to register 339,876 residents who have not joined the digital registration, and 340,45 were registered, showing an increase of 9.17% compared to the same period in 2016. Of this, 370,908 were planned to be issued with resident IDs, and 268,470 (72.38) were achieved. This is a decrease of 26.72% compared to the same period in 2016. 99.84% of the resident IDs issued were digital, while the rest were manual door-to-door services.
* The institution resolved the problem of blocked services and announced that it had sent 25,581 regional registers to the regions to verify the accuracy of the registers and announced that it had examined the registers of 9,504 applicants who reported for service and granted them permission to receive services by registering them as resident registers.
Regarding the registration of benefits:

* In the effort to jointly manage the registration of benefits in Addis Ababa city with the National Identification Office, 1.8 million residents have been registered.
* A plan has been prepared to register the remaining unregistered residents and put them to work within the next deadline, and it has been decided that student registration in schools in the city will also be mandatory for registration of benefits in addition to birth registration.
Regarding actions taken against illegal activities:

* In the past six months, disciplinary action has been taken against 71 employees, 25 of whom were minor and 37 of whom were serious. Of these, 8 employees were suspended from work for selling services for money and 1 employee was suspended for preparing false documents. A total of 9 employees are suspected of committing crimes and are under investigation.
* 28 individuals were prosecuted for presenting false documents and a total of 110 employees and clients were prosecuted administratively and criminally.
Regarding audit actions:

* During the first six months of the fiscal year, 11 district offices, including the head office, and 27 woreda offices, including the offices of the Ministry of Finance, were audited for services provided in 2016 and the publications used for service delivery.
* Accordingly, in six districts, 33 employees were found to be responsible for not following the card, certificate and digital ID system, violating the system, creating defects, not managing work properly and creating defects. As a result, 33 employees were held accountable, 19 were held criminally responsible, 24 were held administratively responsible, and one was held responsible for not managing work properly, the Director General explained in his explanation.
Ato Yonas indicated that the public will also be recognized for their honesty and integrity in the services provided, and that the 2nd Employee Recognition Program is being prepared to recognize employees who expose theft to the institution when they see something unhealthy.
The head stated that work continues to create a better institution by continuing the changes that have occurred during the institution building process, and that they will focus on grievance redressal and standard issues, and that they will work on solving the worst system problems as homework.
